NOTICE OF RACE & SAILING INSTRUCTIONS

 

GENERAL  NOTICE OF RACE

 

SAFETY – RESPONSIBILITY – RISKS

 

Yacht racing, like any sport, can be dangerous.  The Plym Yacht Club & Saltash Sailing Club organising committee have no responsibility for loss of life or injury or for the loss of or damage to any vessel or property.  Before racing every person is urged to effect adequate and suitable insurance to cover their person, their property and their responsibilities to others.

 

Every person has a responsibility for rules observance, to “think safety” and to wear adequate personal buoyancy as required in RRS 1.2.  The skipper of every team shall draw the attention of every crew member to these requirements.  Attention is drawn also to RRS 4:  The responsibility for a boat’s decision to participate in a race or to continue racing is hers alone.

 

Plymouth is a Naval and Commercial Port and the Port Authorities have ABSOLUTE control of seagoing activities within the Port, which by definition also extends two nautical miles to the seaward of the Breakwater.  Where yachts are sailing within the boundaries of the Port, they shall comply with such regulations as may be enforced by the Port Authority.  In particular, regulations regarding interference with the navigation of large vessels must be strictly complied with. Competitors are referred to the Dockyard Port of Plymouth Order 1999, a copy of which is displayed at the Plym Yacht Club and at Saltash Sailing Club, and to the local notice of mariners. A copy can be viewed online at www.qhmplymouth.org.uk.  Any breach of such regulations will result in the yacht concerned being disqualified from the race in which it was sailing at the time, or in a serious case, such other races as the sailing committee may decide.  Legal action may also be taken by the Port Authority.

 

1.0 RULES

1.1 All races will be governed by the Racing Rules of Sailing, the Prescriptions of the Royal Yachting Association and Class Association Rules, except as amended by these Sailing Instructions.  All races are designated Category B.

 

2.0 ENTRIES

2.1 Eligible boats must be entered by completing the registration form available from Saltash Sailing Club or Plym Yacht Club before the start of the race and paying the appropriate entry fee as specified in these instructions or its result will not be counted.  Late entries may be accepted at the discretion of the Race Committee.  Entries for the COGS should be forwarded to the Royal Cornwall Yacht Club in accordance with the COGS Notice of Race which can be found at www.cogsracing.org.uk.

 

2.2 The safety of a boat and her entire management, including insurance, shall be the sole responsibility of the owner/person in charge who must ensure that the boat and crew are adequate to face the conditions that may arise in the course of the race.  Neither these Sailing Instructions nor any inspection of the boats limits or reduces the absolute responsibility of the owner/person in charge for the crew, the boat and her management.  The race organisers shall not be responsible for any loss, damage, death or personal injury, howsoever caused to the owner/person in charge or crew, as a result of their taking part in the race or races.  Moreover, every owner/person in charge warrants the suitability of the boat for the race or races.

 

2.3 Yachts shall be insured for third party racing cover (minimum £2,000,000).

 

2.4 Competing yachts shall fly a distinguishing pennant corresponding to their Class. Yachts entered in the  COGS race will fly flag ‘Z’ inferior to their class flag.

 

2.5   For yachts competing in PY Classes the races will be for monohulls rated under the RYA Portsmouth Yardstick Scheme as administered by the Port of Plymouth Sailing Association.  Notice is drawn to the PPSA rule on the administration of the PY scheme within the Port as displayed on the club notice board.  

 

2.6 Yachts will use the PY number as published in the current PPSA list. Exceptions may be made at the discretion of the Sailing Committee.  Yachts racing in COGS will use the PY number assigned by COGS.

 

2.7 Yachts competing in the IRC Classes must have a valid IRC Certificate issued by the RORC, Seashore Building, Bath Road, Lymington, Hants.  SO41 9SE.  Telephone 01590 677030.

 

2.8 A copy of each yachts current IRC certificate should be lodged with the Race Committee prior to racing.

 

2.9 For yachts racing in the IRC Classes IRC rule 27.4.2 will not apply for the purpose of racing under these instructions.

 

2.10 Entry fee - £10.00 for  Plymouth-Fowey and return.

£6.00 for an individual race.

£7.00 for COGS Race only

 

3.0 NOTICES TO COMPETITORS

3.1 Notices to Competitors will be posted on the official notice board located in Saltash Sailing Club or at the Royal Fowey Yacht Club as appropriate.

 

 

 

4.0 CHANGES IN SAILING INSTRUCTIONS

4.1 Any changes in Sailing Instructions will be posted on the official notice board not later than one hour before the start of any race.  Any amendments to these instructions will also be indicated by Flag ‘L’ flown at the start.  Competitors must come within hailing distance of the start line to be advised of the amendments.  

 

5.0 SIGNALS

5.1 All signals will be made in accordance with RRS (except as modified by these sailing instructions).  Signals before and at the start will be made from the Start Line.

 

6.0 CLASSES AND CLASS FLAGS

6.1 Yachts:

IRC A    Numeral Pennant 3

IRC B    Numeral Pennant 6

Portsmouth Yardstick A Numeral Pennant 2

Portsmouth Yardstick B Numeral Pennant 7

 

6.2 Class splits will be decided in the light of entries received.

 

6.3 Yachts may elect to race either 2-handed or fully crewed. Yachts wishing to compete in the 2-handed division are to declare so on their entry.

 

7.0 Event Programme

8.0 SAILOVERS (Addition to RRS 32)

8.1 Where only one boat starts a race, that race will be abandoned and no result given.  Flag ‘N’ over ‘H’ will be raised below the Class Flag.

 

9.0 COURSES AND MARKS

9.1 See individual race instructions.

 

10.0 THE START

10.1 Races will be started in accordance with RRS 26.  

 

11.0 START LINE

 

11.1 PLYM YACHT CLUB START LINE:  Will be from the Plym Yacht Club Race Box on the end of Mount Batten Breakwater and will consist of a transit of an orange pole and the mast on the race box.

 

NB: Ignore the navigation beacon (a red and white pole topped with a green light) in the vicinity of the Start Line.  There are three potential Start Lines, the one in use will be indicated using a Naval numeral flown from the mast.

Naval Numeral 1 – The Hoe foreshore will be taken as the limit of the Start Line.

Naval Numeral 2 – West Mallard Buoy will be taken as the limit of the Start Line.

Naval Numeral 3 – South Mallard Buoy will be taken as the limit of the Start Line.

INFORMATION:

Naval Numeral 1 – Red flag with a yellow horizontal bar.

Naval Numeral 2 – Yellow flag with a red horizontal bar.

Naval Numeral 3 – Blue flag with a red horizontal bar.

 

11.2 The start line for the Fowey to Plymouth Race will be published and displayed in the RFYC.

 

12.0 INDIVIDUAL RECALL

12.1 Will be in accordance with RRS 29.1

 

13.0 GENERAL RECALL (This amends RRS Rule 29.2)

13.1 If there is a general recall due to a number of unidentified boats on the course side of the line that class will start after all other classes.

 

14.0 FINISH LINE

 

14.1 ROYAL FOWEY YACHT CLUB FINISH LINE:  An extension of line joining the RFYC flagstaff and the white line on the building behind the staff and leaving the silver turning buoy to starboard.

 

14.2 PLYM YACHT CLUB FINISH LINE: The Finish Line will be between the mast on th ePlym Yacht Club Race Box on the end of Mount Batten Breakwater and the outer distance mark, which will be the West Mallard buoy.

 

15.0 RETIREMENTS

15.1 Yachts retiring shall report their retirement to the Race Committee within one hour after finishing or retiring.  Yachts who fail to report their retirement within one hour of their retiring will be scored DND without a hearing, unless a satisfactory explanation of the delay is presented to the Race Committee.  Yachts flying ensigns at the start or during a race will be deemed to have retired.

 

15.2 Declarations and Notifications of Retirement

Every boat that completes the race within the time limit shall deliver its declaration to the Race Committee as soon as possible after the arrival at the finish and in all cases within two hours of the expiry of the time limit.  Any boat that retires shall inform the Race Committee at the finish or PYC or SSC as soon as possible, and in any case within two hours of the expiry of the time limit.

Retirements may be reported by hail, or by telephone to SSC on (01752) 845988 or to PYC on (01752) 404991 or by any other available means.

 

16.0 TIME LIMITS (Exception to RRS 32 & 35)

16.1 See the individual race instructions.

 

16.2 If the leading yacht of a Class completes the course within the time limit, the time limit will be extended by 60 minutes for the remaining yachts in the Class.

 

17.0 PROTESTS (Exception to RRS 61)

17.1 Protest shall be made in accordance with RRS 61 and lodged in writing with the Race Committee within 1 hour of finishing.  This time may be extended at the discretion of the Race Committee.

 

18.0 RACE SCORES (RRS Appendix A)

18.1 The low point scoring system, Appendix A, A4.1 of the racing rules will apply.  Any ties will be broken in accordance with rule A2.3.

 

19.0 PRIZES-PIPS

19.1 IRC  - Peter Compton Trophy

PYS  - Spinnaker Trophy

19.2 Glassware will be awarded for the winners of each class and each 2-handed division.  Additional prizes will be awarded subject to the number of entries.

 

20.0 SPECIAL REGULATIONS

 

20.1 Races will be ORC Special Regulations category 4.  Additional to the requirements of those categories, boats shall carry a life raft (or tinker tramp or traveller) or an inflatable dinghy, of which at least one half shall be properly inflated, stowed on the working deck and with inflation pump securely attached.

 

21.0 PIPS & Regatta entries date.

   GENERAL SAILING INSTRUCTIONS

2008 PIPS, COGs Race 3, Pymouth – Fowey and Fowey - Plymouth

 

1. ORGANISING AUTHORITY. The organising authority is the PLYM YACHT CLUB & the SALTASH SAILING CLUB

 

2.0 RULES The races will be governed by the Racing Rules of Sailing (RRS) , the Notice of Race , these General Sailing Instructions and the event Sailing Instructions

2.1 The Plym Yacht Club and Saltash Sailing Club shall not be liable for any loss, damage, death or personal injury, however caused to the owner/competitor, his skipper or crew, as a result of their taking part in races; Moreover, every owner/competitor warrants the suitability of his yacht for any of the races for which he enters. The safety of a yacht and her entire management, including insurance, shall be the sole responsibility of the owner/competitor who must ensure that the yacht is fully sound, seaworthy, and manned by a crew sufficient in number and experience who are physically fit to face bad weather. The owner/competitor must be fully satisfied as to soundness of the hull, spars, rigging, sails and all gear and ensure that all safety equipment is properly maintained, stored and in date and the crew knows where it is kept and how to use it. All yachts must have adequate Third Party Insurance and are recommended to comply with the R.O.R.C. Safety Requirements.      

 

3.         NOTICES to COMPETITORS The Official Notice Boards will be at the Plym Yacht Club, the Saltash Sailing Club & Royal Fowey Yacht Club.
